United Nations Office on Drugs and Crime
Welcome to the 2014 LIMUN's United Nations Office on Drugs and Crime!
The United Nations Office on Drugs and Crime (UNODC) is a United Nations office that was established in 1997 as the Office for Drug Control and Crime Prevention by combining the United Nations International Drug Control Program (UNDCP) and the Crime Prevention and Criminal Justice Division in the United Nations Office at Vienna, It is a member of the United Nations Development Group and was renamed the United Nations Office on Drugs and Crime in 2002.
UNODC was established to assist the UN in better addressing a coordinated, comprehensive response to the interrelated issues of illicit trafficking tin and abuse of drugs, crime prevention, criminal justice, international terrorism, and political corruption. These goals are pursued through three primary functions: research, guidance and support to governments in the adoption and implementation of various crime, drug, terrorism, corruption-related conventions, treaties and protocols, and technical/financial assistance to said governments to face their respective situations and challenges in these fields.
The spectrum of UNODC's powers is wide, but the following are the three specific topics that the UNODC committee for LIMUN 2014 will entertain: Rise in the organized crime rate in China, Legalization of medical marijuana in the U.S., and Illegal ivory trafficking in Africa.
All delegates must write a position paper regarding each topics. The position papers should include the background information, the delegate's country's position, and the course of future actions regarding the topics. The papers are recommended to be no loner than one page.
I am looking forward to a very enjoyable and productive conference.
Good Luck,
Ricky Kim, Chair of UNODC
Here's some background guides and links to help you start off:
Organized crime rate:
In China, more and more gang organization, such as the Triads, have started to form. With the gangs' rising formations, their organized crimes have become much more frequent. Why are more gangs rising? What is the purpose of their crimes? What future actions should UNODC take?

Medical Marijuana:
The government of the United States has declared the use of Marijuana illegal. Due to this restriction, there have been heated debates regarding the issue of the use of marijuana for medical purposes. Marijuana offers relieving effects to those patients who are in pain without harmful side-effects of artificial pain killers. However, should those in medical needs be excused from the laws and permitted the use of marijuana?

Ivory Trafficking:
The number of African Elephants has been decreasing significantly in the recent years. Poachers have been hunting down the African Elephants in search of ivory, a very prized and lucrative object in the black market. The acquired ivories are being transported into the continent of Asia and then traded throughout the rest of the black market. What regulations can UNODC set up in Africa to stop the poaching?
